As we are in a hurry they need to send the delegate asap as you could imagine. We are still waiting to get the documents legalized and public notarized. Is it possible, that in general, the immigration office can start with the work permit exemption if we apply first without the legalization? Of course we will hand it in later if we will receive the finalized documents. Are they able to start with this if do not have the legalization yet?

All your documents were be issued from foreign countries need make legalization and notarized translation in to Vietnamese. All your documents in foreign languages need make notarized translation in to Vietnamese. This is the normal regulation you have to follow.
