Vietnam work permit question

Hi,

We have a US based employee that will be relocating to VN for a period of 18-24 months to support a project that we are outsourcing to a Vietnamese Information Technology consulting firm.
 
He will remain an employee of the US based firm and his work capacity is to support the Vietnamese firm developing out project.
 
This employee has a 5 year visa exemption – what I am trying to figure out is will he require a work permit?  And Temporary Residency card?

Dear Sir,

With the 5 years visa exemption, your employee can enter Vietnam without visa and stay here only 90 days. He has to exit before 90 days visa expired and enter again.

If he or your company have the plan that he will stay here over 90 days/ times. They need to apply for the Vietnam work permit and Resident card. All of this will have valid maximum 3 years, so he can stay here up to the resident card expired and don't need to exit.

When getting the working permit and resident card, the partner, who invited him to Vietnam can sign in the guaranteed business documents for him to get it.
